Richmond Elections Reform Act
The Election Reform Act would deliver fair and inclusive elections to Richmond by implementing Instant Runoff Voting (IRV). This would ensure that our elected officials receive 50%+1 of the votes, giving everyone a choice and a voice in who represents them in City Hall.

Voters in Richmond may remember some close elections over the years, with just a dozen votes making the difference, and most recently, elections even ending in a tie. The outdated plurality system has been used for decades in this community and needs to be modernized to ensure we are delivering fair elections that fully defend democracy in Richmond.
The Elections Reform Act will modernize the election system in Richmond by implementing Instant Runoff Voting (IRV) that will ensure:
- All voters have the choice to participate in selecting a winner
- Candidates will only be elected with 50%+1 of support
- A winner is selected in one election rather than multiple costly elections
The IRV system delivers a fully democratic process with increased voter participation in all elections. Across the country and in many neighboring communities, like Berkeley, Oakland, and San Francisco, the system has been implemented, ensuring everyone’s voice is heard.
